I've always seen problem solving as a kind of cooking. All elements to solve problems are often already in the problematization itself. So mostly, you have the ingredients, but you still have to find out how you combine and prepare them. Sometimes, after a first tasting you taste something's missing. Then you have to find out which ingredient fails to finalize your meal.
It seems like this isn't just a metaphor for problem solving. I've solved many problems while cooking too. Maybe the structured way of cooking can give you insights on the problem you're trying to solve?
